From 2010-11, Logapps worked with the Immigration and Customs Enforcement Agency (ICE) to conduct a Life-Cycle Cost Estimate for modernizing the Student Exchange Visa Information System (SEVIS). ICE uses SEVIS to monitor the status of transfer students and exchange visitors in the United States. In 2010, ICE chose to update the system to better meet the agency’s needs and to leverage new technologies like biometrics for nonimmigrant identification.
Using industry-leading cost estimation tools and proven cost estimation techniques, Logapps generated a thorough analysis of the costs and labor efforts necessary to plan, acquire, and maintain the upgraded SEVIS system. Key outputs of the project included a Work Breakdown structure, risk and sensitivity analysis, and communications materials and presentations. With Logapps’ help, ICE has turned SEVIS into a system that supports a long-term vision of national security.

Ed Spriggs founded Logapps LLC in 1998. He has over 15 years of experience developing cost models, analysis of alternatives, cost-benefit analysis, contract negotiations support, and risk management services to the U. S. Navy, USCG, Army, Marine Corps, DHS, FAA, DISA, and other Federal and commercial clients. He is a Certified Professional Logistician (CPL) by the Society of Logistics Engineers (SOLE) and has delivered a variety of cost and risk analysis training to federal and commercial clients. Ed received a BA, Economics and MBA from the College of William & Mary.

Kevin McKeel, Managing Partner
Kevin McKeel has over 15 years of experience in Management Consulting, with a focus on
software requirements analysis and parametric cost modeling. He is a Certified Cost
Estimator/Analyst (CCE/A), SCEA and IFPUG member, and function point specialist. He
has led and delivered Life-Cycle Cost Estimates, Independent Government Cost Estimates,
Analyses of Alternatives, and Business Case Analyses for a variety of federal and DoD
clients, including the IRS, US Coast Guard, Army, Navy, DHS, and TSA. He also has
delivered cost estimation and parametric training to a variety of Federal clients, and
frequently speaks at industry conferences. In 2005, Kevin was named PRICE Systems
Consultant of the Year. Kevin received a BBA in Finance from James Madison University
and an MBA from George Washington University. Kevin joined Logapps LLC in 2007.
